Yogi cabinet approves OBC reservation amendment proposal for UP civic elections, when notification will be issued

The Yogi cabinet has approved the revised proposal of OBC reservation after getting the green signal from the Supreme Court for the civic elections in UP. Now the proposal has been sent to the Governor. Notification will be issued as soon as it is stamped from there. It is believed that the notification will be issued within the next 48 hours and the list of provisional reservation can be issued. Objections will be sought on this list in a week. After the disposal of the objection, the final list will come and the Election Commission will announce the elections.

In the cabinet meeting held on Wednesday under the chairmanship of the Chief Minister, the ordinance related to amendment in General Urban Body Election-2023 Uttar Pradesh Municipality Act-1916 and Uttar Pradesh Municipal Corporation Act-1959 was placed and approved. Along with this, a total of 2 proposals have been approved by the Yogi cabinet.

The Backward Classes Commission has suggested the state government to reserve seats for OBCs on the basis of population ratio and triple test. At present, reservation is done at the state level by distributing seats on the basis of population. Due to this, the backward people are not getting real benefit.

In view of this, there is a suggestion to make reservation of mayor seats in the state, municipality council chairman board and town panchayat president seats on the ratio of population and seats at the district level. Its provision has been made in the Act only on the basis of suggestion.

what would be the advantage

If there is 10 to 20 percent population on any seat, then seats will be reserved on the basis of that. If a seat has 30 to 40 percent population, then the benefit of reservation will be given only up to 27 percent on the basis of fixed quota. On the basis of the Act itself, reservation will be made for the seats of Municipal Corporation Mayor, Municipal Council and Nagar Panchayat President by making provisions in the rules.

The process of reservation of seats will be started as soon as the seal of the Governor is taken. The provisional notification for reservation of seats can be issued anytime between Wednesday night to Thursday. Final notification will be issued for objections in seven days and disposal in two days.

Reserved seats zero in last election

In 2010, the Supreme Court gave a system of reservation of seats on the basis of triple test. After this in Uttar Pradesh, the elections of 2012 and 2017 have been held on the basis of the old reservation system. Therefore, the seats that were reserved in both these elections will be considered as zero.

The ratio of reservation will be decided on the basis of the recommendation of the commission. Along with this, it will also be seen that the total reserved seats for SC, ST and OBC should not be more than 50 percent. There will be a change in the reservation of the seats of mayor and president and there will be no change in the wards.
