They were not removing the carts. On this, City Council CMO Om Prakash Jaganeria issued a Tughlaqi decree. He had issued an order to spread garbage in the vegetable market with the aim of troubling the four-wheeler carters, so that the four-wheeler carters would get upset and run away. Vegetable trader Bunty says that the corporation had piled garbage in front of our shops.
