On behalf of the Uttar Pradesh Public Service Commission, the Principal Secretary to the Chief Minister has sought a report from the Principal Secretary of the Secretariat Administration Department on the confirmation of 221 APS selected under Additional Private Secretary (APS) Recruitment-2010. Avneesh Pandey, President of Competitive Student Sangharsh Committee, had written a letter to the Chief Minister complaining that some officials of the Secretariat Administration Department, in connivance with the scam-selected APS, by presenting wrong and misleading facts in the Chief Secretary’s meeting, have decided to get the confirmation done.
Avneesh says that forgery and rigging have been done in the selection of most of the 221. The CBI has found in the preliminary investigation that the selection was done through a scam in the recruitment. The CBI is investigating by registering an FIR in this matter. In the case going on in the Supreme Court regarding this matter, the state government, by filing an amended counter affidavit, has accepted that the Public Service Commission has got the recruitment done by violating the provisions of the relevant service rules. Not only this, the Advocate General has advised the state government that the APS selected in the 2010 recruitment should not be confirmed from the government level. According to Avneesh, despite all this, the decision to make them permanent is illegal and a conspiracy to influence the CBI investigation.
In a letter written to the CM, keeping these things in mind, Avneesh had demanded action against the officers involved in it by canceling the confirmation decision. Taking cognizance of Avneesh’s letter, Principal Secretary to the Chief Minister Sanjay Prasad has asked the Principal Secretary of the Secretariat Administration Department to submit a report on the original letter within a week.
It may be noted that in 2010, APS had 250 posts. On October 3, 2017, 249 candidates were selected after four stages of examination. Candidates were made to take charge between April to June 2018. On September 4, 2018, the government handed over its investigation to the CBI after finding irregularities in the recruitment. Joining of 26 candidates who were left out of joining on 30 November 2018 was stopped till the completion of CBI investigation. Whereas, two selected candidates left the job. Presently 221 selected candidates are working in Uttar Pradesh Secretariat.
