Teacher training colleges across the country will no longer be required to submit Annual Performance Appraisal Reports (PARs). The High Court has set aside the order of the National Council for Teacher Education (NCTE), under which all teacher training colleges were asked to submit performance appraisal reports every year.
The format issued for submission of Annual Performance Appraisal Report by a bench of Chief Justice Satish Chandra Sharma and Justice Subramanmoy Prasad cannot be accepted in the eyes of law. The bench observed that the format prepared for submission of PAR cannot be accepted as it was not approved by the NCTE in any of its meetings.
The Court noted that on September 22, 2019, the Member Secretary, NCTE issued notices without any authority to the colleges to submit the Annual Performance Appraisal Report. Not only this, the bench referred to Section 12(k) of the NCTE Act and said that it clearly shows that NCTE has not given any power/authority to its member in this regard. The High Court has given this decision while disposing of the appeals filed by private teacher training colleges across the country.
