Raipur : (news) has written a letter to () regarding the proposed amendment in the Cadre Rules of All India Services. He has urged the Prime Minister to keep the Cadre Rules of All India Services unchanged. The CM has clearly mentioned in his letter that the proposed amendment in the Cadre Rules of All India Services may crumble the administrative system and create instability. He said that while proposing amendments on behalf of the Central Government in the Cadre Rules of All India Services, the opinion of the State Governments has been sought on those amendments. Bhupesh Baghel has written in his letter that the proposed amendment gives the Central Government the right to post officers of the All India Services, unilaterally without the consent of the State Government and the concerned officer, which is in accordance with the federal spirit adopted and outlined in the Constitution. are completely opposite. He said that the officers of the All India Service are basically posted in the states and are posted in the Central Government on deputation. The deputation is generally done with the consent of the State Government. The State Governments have been concurring on Central Deputation, taking decisions on their administrative needs. In the state of Chhattisgarh, the officers of All India Services are discharging their responsibilities in various important administrative works including law and order, eradication of Naxal violence, all round development of the state and conservation of forests. As a result of these amendments, it is natural to create a sense of instability and ambiguity among the officers of the All India Services, who are posted in various important posts from the districts to the state level. The CM has said in his letter that this will lead to confusion on his part in the discharge of government obligations. At the same time, due to political interference, it will not be possible to work impartially, especially at the time of election, conducting elections in a fair manner. He has said that due to this the administrative system in the states can collapse and a situation of instability can be created. Bhupesh Baghel said that there is a great possibility of misuse of these rules in the near future. There are instances of action being taken by unnecessarily targeting members of the All India Services in several incidents in the past. There are substantial provisions in the existing rules for balancing and coordinating between the state and central governments in the past. The Government of Chhattisgarh strongly opposes the amendment in the Cadre Rules of All India Services. At the same time, it demands that the cadre rules should be kept as before.
